Prospective consumers must be *Medicaid eligible and have special needs related to mental retardation, or developmental disabilities. Limited slots are available and a waiting list does exist for HCS consumers.

*In 1993, the 1915(c) Medicaid waiver created the "Home and Community-Based Services Program."  Its purpose is to offer a viable community-based alternative to institutional living for persons with mental retardation and developmental disabilities, within a comprehensive system of community-based services. The array of services provided are designed to support the individual's efforts toward maximum independence and community integration.
